Purpose

To govern the safe insertion, sustainment, and extraction of field teams on interdiction, surveillance, and biosecurity operations. The procedure guarantees that no team deploys without a confirmed extraction plan, that accountability for every operative is continuous, and that the team withdraws on any safety trigger — because no exhibit, target, or operation is worth an operative who does not come home.

Definitions

Go/No-Go
The final pre-deployment check confirming team, comms, and extraction plan are ready; any fail aborts.
Rally Point
A pre-briefed location where the team regroups if separated or on an abort.
Personnel Accountability
The continuous confirmation that every deployed operative is located and accounted for.
Emergency Extraction
The immediate withdrawal of a team triggered by injury, compromise, or external threat.

Responsibilities

Field Operations Lead (Owner)
Owns deployment; runs the go/no-go and authorizes insertion and extraction.
Team Leader
Maintains personnel accountability and calls the extraction on any safety trigger.
Operative
Holds comms discipline, knows the rally point, and follows the extraction call.
MELISSA
Tracks team positions, monitors comms, and pages the on-call coordinator on a missed check-in.

Procedure

Pre-Deployment

  1. Brief the team on objective, rally points, and extraction plan before movement.
  2. Run the go/no-go check on team readiness, comms, and a confirmed extraction route; abort on any fail.
  3. Confirm every operative carries working comms and knows the abort signal.

Insertion & Sustainment

  1. Insert by the briefed route and confirm all operatives are in position.
  2. Maintain continuous personnel accountability with scheduled check-ins to MELISSA.
  3. Hold comms discipline; report any change in conditions to the team leader.

Extraction

  1. Execute planned extraction on objective completion via the confirmed route.
  2. Call emergency extraction on any injury, compromise, or external threat — without hesitation.
  3. Account for every operative at the rally point before clearing; confirm full muster to MELISSA.
