Legal & Compliance writes the rules of engagement, vets every escalation tier against statute and doctrine, hardens field evidence for handoff to prosecutors, and maintains the firewall between the Honeyfield Conservancy public shell and the Command. The directorate's brief is simple to state and hard to keep: stay admissible, stay proportionate, harm no person.

Referral & Prosecution Support
Packaging evidence for authorities
When a target crosses into prosecutable territory, Legal assembles a sealed referral file — custody logs, hashed telemetry, sworn field statements, and a proportionality memo — so that an outside agency can act on it without HIVE-13's methods tainting the case. Coordination runs through Dispatch & Target Dossiers and the Operations directorate.
The Conservancy / Command firewall
The public-facing Conservancy and the Command are legally and operationally separated: donor money, charitable activity, and the Command's interdiction work never touch the same ledger or the same custody chain. The no-harm-to-persons rule is absolute — interdiction targets matériel, supply, and standing, never people.
